dandy

A fop; a man absurdly devoted to fashion and finery.

“He turned out a complete dandy — stays, a wasp waist, and an hour before the glass each morning.”

Note: Hotten's 1864 Slang Dictionary: ‘a fop, or fashionable nondescript’; Egan dates it to 1820, Bee to 1816, and Lord Petersham headed the original dandies. Unlike a toff, the dandy was fashion, not rank.
